Role Responsibilities/ Responsabilités du rôle

Project: Global Health Supply Chain – Procurement and Supply Management (GHSC- PSM) Cameroon

Background: The purpose of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

Global Commodity Procurement and Logistics

Systems Strengthening Technical Assistance

Global Collaboration to Improve Long-Term Availability of Health Commodities

The Operations and HR officer will play a key role in the management of the office, human resources and procurement processes which involves fact finding, research, analysis, and interpretation of factual data for the GHSC-PSM Cameroon The incumbent is required to be versed with and interpret USAID regulations, policies, procedure and applicable local administrative legislations (Labour, social security, Collective Convention on Trade etc) as well as Chemonics internal policies and procedures.

Under the supervision of the Operations manager, the incumbent shall coordinate all aspects operations and HR at the Yaounde office in particular. The Operations and HR officer is expected to work with minimal supervision and is responsible to supervise administrative and operations assistants.

S/he will assist the Operations Manager with general supervision operations and HR function of GHSC-PSM Cameroon. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Principal Duties and Responsibilities (Essential Functions) Office Management:

Analyze operational needs of office and oversee maintenance and management of physical office space, including repairs, managing office contracts and leases, the purchase and management of office supplies, and arranging for and overseeing the maintenance of office equipment.

Establish and maintain a filing system for archiving all relevant administrative, contractual, and personnel documentation and ensure files are up to date at all times.

Assist with general administrative duties as needed, including preparing all necessary administrative forms and overseeing travel logistics for project staff and consultants.

Perform orientation for short-term consultants on field office procedures.

Supervise administrative assistant, drivers and cleaners, monitoring performance.

Procurement

Coordinate project procurements, in full compliance with all applicable USAID rules and regulations and Chemonics’ internal policies and procedures including but not limited to:

Planning procurement and writing appropriate specifications with relevant technical specialists.

Ensuring competition among vendors and draft Requests for Quotations (RFQs) and Request for Proposals (RFPs).

Evaluating offers or organizing evaluation committees.

Monitoring contracts and ensuring payments are made in a timely manner.

Assisting in writing purchase orders and subcontracts as necessary.

Maintaining all appropriate documentation.

Work with the operations and administrative assistant to maintain the project’s inventory and tracking system and ensuring project assets are secure at all times.

Human Resources

Assist in coordinating the full cycle recruitment process in compliance with established procedures and regulations including but not limited to creation of job descriptions and interview questions, shortlisting and pre-screening candidates, conduct reference checks, review biodata forms and draft offer letters.

Ensure project compliance with local labor laws, social security and the collective convention on trade were applicable.

Participate to review and update the project policy manual on aspects relating staff administration.

Maintain personnel and recruitment files and ensure they are always complete, and compliant with Chemonics policy, local labor laws, and USAID regulations.Proactively engage in the administration of benefits including liaising with vendors, according to Chemonics policies and labor laws requirements.

Accurately track leave balances and follow up to ensure that staff take leave as required.

Assist the operations manager with orientation of new hires and routine reminders to all project staff on relevant Chemonics policies.

Assist the Operations manager with the annual assessment process and ensure procedures are communicated and followed on timely basis.

Any other tasks as required.

Job Qualifications:

Degree in Project Management, Business Administration, Public Administration, or another relevant field.

At least 4 years of experience working for development projects or organizations.

At least 2 years of experience working on USAID projects, preferably with responsibilities in procurement, human resources and/or operations.

Attention to detail and very high organizational skills a must.

Demonstrated success in working on programs of similar magnitude and complexity, working collaboratively with various teams, and communicating effectively.

Ability to exercise confidentiality and high levels of professionalism.

Demonstrated leadership, versatility, and integrity.

Fluency in French and advanced English is required.

Supervision:

The Operations & HR Officer will report directly to the Operations Manager.

Working Conditions/Duration of Assignment:

This is a long-term position for the life of the contract based in Yaoundé, Cameroon. This position does not attract any relocation allowances for the successful candidate.
