CHAI’s Global Malaria and NTD Programs:

CHAI’s global malaria and neglected tropical disease (NTD) programs provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

Technology plays a key role in achieving these objectives. Building strong information systems can substantially reduce the time taken to collect and access data, improve data quality, and reduce redundancies in parallel data collection systems. Availability of higher quality information enables programs to target and tailor their programs and use resources more effectively. CHAI’s malaria program applies digital tools and systems to support effective decision-making through streamlining data collection and reporting, integrating data sources, and generating automated analyses, visualizations, and presentation of data in simple and actionable forms.

Cameroon Program Overview:

CHAI began work in Cameroon in 2007, with a focus on improving access to lifesaving HIV diagnosis, treatment, and care. CHAI helped the Ministry of Public Health to introduce and scale up pediatric and second-line antiretroviral therapy (ART) and improve laboratory systems to better diagnose the disease, including Early Infant Diagnosis (EID). Since then, CHAI has helped introduce point-of-care testing for HIV and innovative mobile health technology to improve turnaround time for EID results. We have helped to integrate EID, Viral Load (VL), and tuberculosis (TB) testing on one device, and we are working to increase access to newer and better medications for adults and children with HIV alongside the National AIDS Control Committee. CHAI had also supported the government in its efforts to save the lives of women and infants through mentoring of service providers and increasing access to long-acting contraceptives to help women safely plan their families. We have supported the government to introduce and scale up better treatment for severe malaria and are now helping to ensure that it is consistently available and properly used by health workers across the country.

CHAI recently initiated engagement with the Ministry of Public Health (MoH) in Cameroon through its National Malaria Control Program (NMCP). CHAI aims to build sustainable access to timely and high-quality information across relevant levels of the health system and help programs to routinely use data and generated analytics to inform programmatic and strategic planning and operations.

Overview of Role:

CHAI Cameroon is seeking a highly motivated, results-oriented individual with strong problem solving and analytical skills to work as a Health Informatics Associate, malaria program. The candidate will play a critical role in helping the Cameroon’s NMCP improve how they collect, analyze, and use data to accelerate efforts towards malaria elimination. They will work with CHAI staff to support government efforts and build in-country capacity in the application of information technology for data collection, management, analysis, and use. This will include providing strategic direction on context-appropriate architecture, technologies, and use cases; leading the thoughtful design, development, implementation, modification, and maintenance of potentially complex and diverse surveillance platforms or information systems; supporting training initiatives on the deployment and use of technology solutions for data management and use; and helping government staff use and gain confidence with health information technology solutions on an ongoing basis with the end goal of improving data quality, access and use.

The Health Informatics Associate will focus on Cameroon and work closely with other CHAI technical teams focused on surveillance and M&E. The Associate will also work closely with external institutions including technology companies, NGO and academic partners, the WHO, and government technical bodies working on digital health and malaria control. A successful candidate will need to work with team members across CHAI’s Global, Regional and Country Malaria program teams and will, therefore, need to possess strong communication, organizational, and management skills as well as be able to work flexibly, independently, and proactively to drive implementation and have deep personal commitment to producing high quality work. This position will be ideally based in Yaoundé, Cameroon, with some in-country travels on country leadership approvals. This position will report to the Program Manager for Malaria program, Cameroon.

Responsibilities

Across countries and projects, this Associate will achieve these objectives by:

Scoping

Engaging closely with Ministry of Health (MOH) programs, in-country partners, and regional/local CHAI teams to develop a deep understanding of user requirements for malaria surveillance and public health campaigns

Providing guidance to MOH programs and stakeholders in the selection and application of technology tools to solve public health problems

Playing a translational role in communicating technical approaches, software/hardware specifications, and implementation guidance to non-technical staff within the MOH, partner organizations, and other CHAI team members

Serving as a thought leader for CHAI teams, MOH programs, and stakeholders on regional and country-level digital strategies, approaches, and guidance

Technology Project Management

Developing and documenting user-centered requirements in line with programmatic objectives and data needs, including data entry forms, user workflows, dashboards, and system integrations

Managing technology vendors to ensure product configurations and developments are on track and in line with defined requirements; test developer outputs and provide regular feedback on bugs and functionally

Directly configuring data collection, management, and reporting tools and systems as needed (e.g., DHIS2, ODK, CommCare), including user-friendly dashboards

Managing ongoing tracking and prioritization of software development activities; proactively manage changes in project scope, identify potential challenges and roadblocks, and develop contingency plans

Technology Implementation

Developing system roll-out plans and support system installation, device set-up, and operational readiness ahead of implementation

Building digital and data capacity within government staff by developing manuals, SOPs, and training materials; train stakeholders and end users in the administration and use of information technology

Cultivating a culture of data-use within malaria programs by ensuring data visualizations are automated, simple, clear, and action-oriented for program staff at all levels

Developing and implementing sustainability plans with Ministry of Health staff to ensure the long-term success of digital health interventions

Manage and develop resources, guidelines, and other material to provide guidance to and share lessons across teams

Perform other duties that may be assigned by Program Manager

Qualifications

Bachelor’s degree in relevant field (information systems, epidemiology, data science). Master’s degree in health informatics, biostatistics, health information systems management, digital transformation, or related field is preferred

Minimum of 3 years’ working experience in implementing digital health solutions, or as technical project manager, or in a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives

Proven experience in planning, designing, and implementing technology-based solutions across the full software delivery lifecycle with stakeholders and users, preferably for disease surveillance

Experience in providing clear guidance and recommendations to non-technical stakeholders on context-appropriate platform selection, an outcomes-driven design approach and key operational considerations, including experience communicating technical concepts to non-technical users

Understanding of disease surveillance (including surveillance platforms) with knowledge of global health issues; knowledge on DHIS2 and other open-source electronic medical records system strongly preferred

Familiarity with emerging technologies for data collection and reporting; comfort with developing basic data collection forms and reports such as ODK strongly preferred

Familiarity with emerging technologies for web or mobile application development for data visualization and analysis

Experience in data management (including managing databases)

Strong mastery of applying data analysis or review principles

High levels of proficiency in Access, Microsoft Word, Excel, PowerPoint

Leadership and Interpersonal Skills

Experience working in an international context and/or entrepreneurial environment

Ability to think strategically and anticipate future consequences and trends

Ability to work well both independently and as part of a multidisciplinary team

Strong work ethic, integrity, credibility, and dedication to CHAI’s mission

Ability and willingness to travel approximately 30 – 50% of the year

Advantages

Configuration experience of any open-source electronic health records systems like DHIS-2, OpenLMIS, OpenEMR, OpenMRS etc

Knowledge of clinical records modelling, medical coding classification systems and interoperability standards, including ICD-10, SNOMED-CT, LOINC, Rx Norm, HL7, FHIR etc

GIS knowledge

Software languages: SQL, JavaScript, HTML

Solid mastery of key data analysis and visualization software including but not limited to R, PowerBI, Tableau or other related software

Knowledge of malaria or other global infectious diseases

Experience working with Government institutions and/or working in multi-stakeholder environments
