Job Description:

ICF is seeking a Technical Advisor for Community Health Workers for an upcoming USAID USAID-funded malaria project in the North region of Cameroon, SEMBE II.

Stronger health systems require strengthened capacity at the community, sub-national, and national levels. At ICF we intentionally partner with national and international organizations such as USAID,  to ensure all global health efforts reinforce self-reliance. ICF has conducted multiple Demographic and Health Surveys in Cameroon since 1991 and has been working in Cameroon on infectious disease projects since 2018.

SEMBE II will support the implementation of health facility- and community-based malaria interventions in the North Region. The team will work closely with the malaria focal points in the North Regional Health Office and the District Health Management Teams to support training, supportive supervision, social and behavior change interventions, monitoring and surveillance, and decision making. The Technical Advisor for Community Health Workers will be responsible for the development, implementation, technical backstopping, and coordination of the project’s community-based interventions that community health workers implement. These interventions include integrated community case (iCCM), seasonal malaria chemoprophylaxis, and community mobilization. The position is based in Garoua.

Responsibilities:

Providing technical advice to the project on community-level health care and community health workers, in coordination with district health management teams

Ensuring that community health worker guidance documents and training materials incorporate the most current WHO and national protocols and strategies

Managing and monitoring training programs for community health workers in collaboration with the district health teams

Managing the projects seasonal malaria chemoprophylaxis interventions in coordination with other project advisors and district health management teams

Coordinating and participating in the supportive supervision of community health workers

Monitoring and evaluating community-based interventions

Attending and contributing to national and regional community health technical working groups

Supporting innovations in community health

Required Qualifications:

Bachelor’s degree in medicine, nursing, or public health (a graduate degree in these topics can substitute for a different bachelor’s degree)

5+ years of experience in providing medical care or working with the Cameroon Ministry of Health (a master’s degree can substitute for 2 years of experience)

3+ years of experience working with community-based health care workers in accordance with the Cameroon National Community Health Strategy 2021-2025

3+ years of experience conducting adult training on medical issues

3+ years of experience conducting supportive supervision

3+ years of experience with health information data

Ability to work in North Region

Preferred Qualifications:

Master’s degree in nursing, public health, epidemiology, or communications

Expertise in adult education

Expertise in malaria prevention and management

Expertise in social and behavior change

Interest in digital solutions for health

General professional proficiency in languages spoken in the North Region

Advanced professional proficiency in French or English
