Overview of Team and Position:
The Global Diagnostics Team (GDT) is a key source of support for Ministries of Health and CHAI’s country teams. GDT works to address barriers to access and foster a healthy, competitive marketplace for essential diagnostic testing. The team coordinates global efforts on access to diagnostics, working closely with diagnostics manufacturers, governments, and multilateral organizations to lower prices, increase access to testing, and accelerate the entry and uptake of new innovative products.
The Technical Advisor will closely support 3-5 countries in sub-Saharan Africa to carry out diagnostic network optimization (DNO) activities to inform the implementation of optimized networks. They will support DNO sensitization for CHAI teams and MOHs where invited, engagement with modelling TA, identification of DNO scope, data collection design and data consolidation, baseline network visualization and review, identification of optimization opportunities, network scenario development, and ultimately implementation and monitoring of optimized networks.
The Technical Advisor will serve an immediate role of ensuring that prioritized country teams are adequately reflecting optimized and integrated networks in Global Fund applications and other resource mobilization opportunities.
Guided by the project’s Senior Program Manager and Director, the DNO Technical Advisor will also support CHAI’s engagement in the Integrated Diagnostics Consortium’s DNO Taskforce, an established partnership of member organizations that are involved in several global DNO activities. It is expected that the Technical Advisor will be able to provide regular updates for quarterly Taskforce meetings, identify opportunities for collaboration, and support collaboration directly at both global and country level.
The Technical Advisor will serve as a critical member of GDT’s country facing team and will also join regular country facing team calls to align support activities with other country priorities. The DNO Technical Advisor will thus contribute to identification of internal opportunities for efficiency in our country engagement and may be requested to support DNO adjacent activities from time to time.

The role will require up to 30% travel time. There is a strong preference for this Technical Advisor to be based in a CHAI program country in sub-Saharan Africa.
Country DNO support
Develop and monitor country DNO workplans to ensure that the MOH-led, CHAI supported DNO activities are completed within grant timelines; workplans should include key milestones related to finalization of DNO scope and objectives, baseline network visualization and review, scenario development using optimization models, implementation of key network recommendations, and eventually routine network monitoring to flag future optimization opportunities.
Serve as a key DNO advisor to CHAI country teams, to inform the positioning of a comprehensive DNO aligned with MOH priorities where teams are carrying out DNO activities in sub-Saharan Africa.
Manage engagement between network optimization TA providing modeling support and CHAI country teams to ensure that country inputs are understood and correctly reflected in model inputs and outputs.
Gather and document country optimization recommendations that can be leveraged for resource mobilization opportunities including but not limited to Global Fund NFM4.
Support development of strategies to institutionalize DNO as an approach that countries plan to do when informing laboratory national strategies.
Work with the global program teams to identify synergies across programs (including HIV, HCV, HPV, TB, and AHDP) and support efforts to enable collaboration across programs
Share best practices across the Infectious and Non-Communicable Diseases Programs to ensure knowledge is shared on the strategies, tools and experiences of all projects
Identify and develop new program and funding opportunities and develop and manage relationships with existing and potential donors
Gather and document country updates and learnings on the DNO process that can be consolidated into Integrated Disease Consortium updates and advocacy materials for DNO.
Support IDC DNO Taskforce assigned activities
Other responsibilities as needed including lab systems country support
Up to 30% international travel time could be required as needed
Perform other responsibilities, as requested by supervisor and program directors
A minimum of 3 to 5 years’ professional work experience in global health, with background in System Strengthening.
Experience managing and developing demanding work plans and budgets
Exceptional stakeholder management skills including experience collaborating closely with government, private sector, and NGO representatives
Technical proficiency with Word, Excel, and PowerPoint
Ability to solve challenging problems without extensive structural or operational support
Able to adapt and guide team members within dynamic environments
Ability to navigate government processes with multiple stakeholders
Able to adapt to fast-paced and changing environments, both internally and externally
Excellent written and verbal communication skills, including the ability to prepare and deliver compelling presentations and work on complex analyses
Fluent in English, proficiency in both written and verbal
Master’s degree (MPH, MBA, Laboratory Services, or other relevant degree)
Previous work experience in developing countries, particularly sub-Saharan Africa
Experience developing National Lab Strategic Plans
Lab and diagnostics-related experience, either in a programmatic or clinical setting
Familiarity with global health issues
Proficiency in French is preferred
