Deputy Chief of Party, Chef de parti adjoint, Yaoundé, ICF USAID-funded malaria project

Role Responsibilities/ Responsabilités du rôle

ICF is seeking a Deputy Chief of Party (DCOP) for an anticipated large USAID-funded malaria project in Cameroon, SEMBE II. The DCOP will serve as the project’s overall technical coordinator responsible for ensuring quality implementation of the project technical approach at the national and regional levels. The project will support the National Malaria Control Program (NMCP) and Ministry of Health (MOH) to implement activities to reduce malaria morbidity and maternal and child mortality. The DCOP will assist the Chief of Party (COP) in overseeing all the components of the project including the implementation of approved contract initiatives and target outcomes, fiscal integrity, quality and timing of deliverables, and coordination with USAID and project stakeholders and local stakeholders.  The DCOP will also be the lead for the project overall system capacity strengthen component. The DCOP will assist the COP in all reporting requirements, and will serve as Acting COP during absence of the COP. The position will be in Yaoundé with travel to the North in Cameroon.

Responsibilities:

Serve as the project’s technical coordinator responsible for ensuring quality implementation of project activities in collaboration with partners

Provide technical direction and oversight to advisors and project partners to ensure a shared vision for project activities and outcomes, address implementation challenges, and encourage the sharing of best practices and project successes

Oversee the accuracy and technical quality of all project deliverables, including periodic performance reports, financial and technical reports, training materials, and instructional materials

Ensure project technical teams have the technical and administrative support needed for high quality and timely implementation of activities according to the project work plan.

Develop innovative technical strategies for improving impact of the project activities.

Serves as a critical team member the project leadership, mentoring individuals, and collaborating closely with other management staff.

Support the COP to manage contracts and internal controls, monitor project progress and the achievement of results, and meet all contract deadlines including reporting requirements

Ensure timely submission of high-quality plans, reports. and other products

Deliver capacity strengthening trainings and mentoring to project staff to improve the technical delivery of activities

Ensure project evidence, and best practices are disseminated in country and to the global malaria community, through presentation at conferences, and writing on journal manuscript.

Required Qualifications:

Master’s degree in public health, medicine, or epidemiology,

10 + years of experience managing large health projects in sub-Saharan countries

10 + years of management experience in organizational capacity development, knowledge management, and managing group dynamics and high-performing teams

5 + years of understanding of health care delivery systems and malaria control and elimination strategies at the global and national level

Expertise in at least one of the following areas:

All core malaria interventions

Surveillance

Training and technical assistance at the country level

Knowledge management and collaborative learning methods

Advanced staff and financial management experience.

Written and verbal fluency in French

Ability to work in English

Ability to work and travel in Cameroon

Preferred/Desired Qualifications

Experience with USAID project management, agency policies, regulations, and MEL and reporting requirements

Experience working with national and sub-national level government officials and health providers, and other relevant stakeholders

Experience working with community organizations

Advanced communication, writing, and interpersonal skills.

Experience working with U.S. President’s Malaria Initiative projects

Experience working with U.S. President’s Malaria Initiative projects

Demonstrated ability to manage success in multi-component projects with multi-functional teams and international consultants.
