Role Responsibilities/ Responsabilités du rôle
Infectious Disease Detection and Surveillance (IDDS) is a five-year United States Agency for International Development (USAID)-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases including Tuberculosis (TB) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.
The IDDS team seeks an Infectious Disease Surveillance Specialist who will support the strengthening of infectious disease surveillance capacity in Cameroon by providing technical assistance to enhance and expand surveillance capacity for priority pathogens and AMR. Specifically, IDDS seeks a dynamic professional with a keen interest in public health and AMR surveillance with a monitoring and evaluation background. This position will also coordinate with other project team members and partners who undertake infectious disease surveillance strengthening activities. It will be based in Yaoundé and will report directly to the in-country Team Lead in Cameroon.
Key duties and responsibilities
Provide technical assistance to MOH in the rollout of the 3rd Edition of Integrated Disease Surveillance and Response (IDSR) technical guidelines.
Provide technical assistance to strengthen AMR surveillance real-time reporting, data analysis, interpretation, and dissemination, working closely with AMR sentinel surveillance sites and the national AMR secretariat.
Liaise with national stakeholder officials and development partners.
Participate in relevant Government of Cameroon-led committees and stakeholder meetings in support of infectious disease surveillance.
Support MOH to develop and implement standard operating procedures (SOPs) for priority pathogens and AMR surveillance.
Organize and facilitate multi-stakeholder workshops to discuss gaps in surveillance and recommendations for strengthening the surveillance system and interoperability.
Identify opportunities and formulate ways to improve real-time reporting data of surveillance data and integrate epidemiological and laboratory surveillance data.
Support the development of monthly AMR surveillance bulletins and AMR quarterly or semiannual reports that include data from human and animal health sectors.
Work with the National Public Health Laboratory to conduct periodic AMR surveillance data quality audits; support development and implementation of data quality improvement plans.
Working in collaboration with other team members, lead monitoring and evaluation of IDDS Cameroon activities, and report progress in the achievement of project deliverables.
Work with the IDDS Country Team Lead to define and adjust annual work plans and implement technical activities.
Support other tasks assigned from time to time based on IDDS project needs.
Required Qualifications
Master’s Degree
4+ years of demonstrated experience supporting infectious disease(s) and surveillance systems
2 + years of experience with data collection, analysis, and reporting for health programs
Cameroon Citizen or Authorization to work in Cameroon required by client contract.
Preferred Qualifications
Medical Doctor or Master’s degree in Microbiology/Life Sciences/Molecular Biology/Public Health or equivalent
Experience collaborating on projects and coordinating efforts with other program staff, other international health agencies, private and non-profit organizations, and the government.
Demonstrated experience implementing field-based surveillance methodology including analysis of epidemiologic investigation data.
Experience in working with national programs on AMR surveillance
Proficiency with data management software (DHIS 2, WHONET).
Experience in data quality review
Professional Skills and Qualifications
Strong communication skills, both in speaking and in technical writing
Fluency in written and spoken French and English
