Role Responsibilities/ Responsabilités du rôle

We are currently looking for our Head of Engineering, to provide strategic and tactical leadership in the areas of Network Planning, Investment Strategy, Technology Strategy, Program & Project Management across the Axian Telecom.


The main mission will be to coordinate the end-to-end Network Capacity & Coverage Strategy and Planning for Axian Telecom and its subsidiaries, to be the single point of contacts for Local CTO & Head of Engineering for any engineering, planning and network investment related activities. The mission is also to coordinate yearly Master Plans, 5-year Strategic Plans, CAPEX Budget & support any M&A activities.

Essential duties and responsibilities include:

1 – Investment and CAPEX Strategies

To define the CAPEX guidance for each of the Axian Telecom Subsidiaries

To support the operations to put in place their short- and long-term CAPEX strategies

To support Investment Business cases and requirement during an M&A exercise

To supervise the CAPEX life-cycle, from the initial planning to the execution.

2 – Short- and Long-term Network Strategies:

To define short- and long-term network strategy guidelines for Axian Telecom and each of its subsidiaries.

To coordinate and produce a yearly 5-year long-term Network strategy for Axian Telecom and its subsidiaries with focus around major infrastructure project to support the growth aligned with the business: coverage footprint, fiber footprint, technology evolutions, datacenter evolutions, etc. The long-term plan to be delivered during the 1st half of each year.

To coordinate and produce a yearly short-term plan for Axian Telecom and its subsidiaries aligned with the budget cycled describing in detail the plans of the year to come for each of the network areas (Radio, Transmission, Core, Datacenters, etc.)

To maintain the spectrum maps for each of Axian Subsidiaries, propose spectrum requirements for the following 5 to 10 years.

3 – Radio and Spectrum Strategies:

To define the Axian Telecom Spectrum & Radio Capacity guideline strategies.

To define the Axian standard site model (Radios, Features, Antennas, etc.) for each of the key vendors.

To define the Axian Spectrum Strategy to support the Regulatory & Business teams around spectrum acquisition for each Axian’s subsidiaries.

To support, review and define all Axian Telecom and its Subsidiaries radio strategies & designs for both Capacity and Coverage deployments for each of the technologies: 2G, 3G, 4G, 5G & WiFi.

To define and maintain Radio Planning Database at group level for all Axian’s subsidiaries with all the necessary inputs (location, configuration, height, azimuth, etc.)

Define and maintain Radio Planning Database at group level for all Axian’s subsidiaries with all the necessary information.

Define and maintain Radio Capacity Model at group level for all Axian’s subsidiaries.

Coordinate with the local Engineering teams high level Radio Capacity & Coverage designs & nominal plans.

Define with Axian Telecom Commercial teams, the demand forecast (subs & volumes per months & per regions) models and template, implement them with the local engineering & commercial teams and coordinate the regular re-forecasts and tracking.

4 – Transmission and Whole sales Strategies:

To coordinate the production long term strategic transmission plans with the right level of capacity and resilience to support the business growth.

To own all the different Axian Telecom & its subsidiaries transmission partnerships such as terrestrial or submarine cable consortiums, or capacity providers.

To identify the new possible partnership opportunities.

To define and maintain a centralized transmission data base at Axian Telecom level for all its subsidiaries.

To support all Transmission Capacity and Quality Optimization by defining the right level of guidelines (Capacity, Resilience, Routine Maintenance, etc.)

To oversee the Transmission Investment plans for each of the Axian’s subsidiaries.

To coordinate the transmission vendor strategy along with the Procurement & Supply Chain teams.

Define the guidelines between capacity lease & IRUs.

5 – Datacenter Strategies:

To Define the DataCenter Strategy and Guidelines for Axian Telecom and its Subsidiaries along with the Axian Datacenter team.

To oversee the Requirements aligned with our own requirements (Core Equipment) and the B2B/Wholesale hosting.

To ensure that design for new investments to be at least Tier 3 Certified.

To support the Head of Network Operation to ensure that the O&M is done under a Tier3 mindset for the new and old Datacenters as well.

To optimize the number of DataCenter per country (primary & secondary) along with the CIO & Head of Network Operations to be more efficient.

6 – Core Network Strategies:

To define the Core Network (CS, PS & IP) Strategies and Guidelines for Axian Telecom and its Subsidiaries.

To simplify the Core Architectures along with the Radio and Transmission requirements.

To track the capacity needs along with the Commercial Demand Forecast and best dimension each Core Network with a cost optimization mindset.

To prepare the Cores Roadmap in each of the Markets to be Virtualized & 5G-ready.

7 – People & HR:

To ensure that the right engineering & planning organization is in place in each of the markets, and well trained with the right level for the latest technologies.

To enable and encourage cross-market support in case of weaknesses in one of the market.

Qualification, Skills, Knowledge & Compencies:

10+ years’ experience leading teams in Network Planning

Master’s degree in Business Administration with Engineering background or MsC/Meng in Telecommunication, Computer Science or Electronics.

PMP Certification or equivalent is a plus.

6 Sigma Black Belt Certification is a plus.

Fluent both in English and French is mandatory

Excellent understanding of Telco fixed and Mobile technologies: 2G, 3G, 4G, 5G, Civil Work, Transmission, Core, etc.

Excellent understanding of Telco IT architecture & components.

Excellent tracking & reporting skills.

Good understanding of basic finance and financial reporting.

Strong leadership skills essential to lead and engage as part of an entrepreneurial team.

Strong interpersonal and communication skills and the ability to work effectively with a wide range of cultures and different types of expertise

Ability to actively make decisions in a promptly manner, always seeking positive results to employees and the organization.

Excellent verbal skills in order to manage different types of audiences

Influencing capabilities to embrace change and make it happen.

High adaptation to different cultures, a changing environment and changing challenges.


This position is to be based in Ivory Coast, Madagascar or any other location where the Group has operations, and will require regular business trips to our operations in Africa.
