Job Description

The purpose of the ICLA Coordinator is to coordinate the Information, Counselling and Legal Assistance (ICLA) program in the North West and South West Regions of Cameroon. NRC has been implementing its legal assistance program in the NW and SW regions of Cameroon since January 2021 and focuses on the thematic areas of civil documentation and housing, land and property rights for vulnerable displaced populations and host communities in the country.

Responsibilities

A- Generic responsibilities

Adherence to NRC policies, guidance and procedures

Contribute to ICLA strategy development, project proposals drafting and provide input on needs and gaps

Coordinate the implementation of the portfolio of ICLA projects in the NWSW (activities, budget and project documentation) in line with proposals, strategies and donor requirements, and ensure high technical quality;

Support implementation of project cycle management activities according to NRC framework;

Oversee the provision of legal services to NRC beneficiaries in the NW and SW regions;

Ensure that projects target beneficiaries most in need of legal protection, explore and asses new and better ways to assist;

Promote and share ideas for improvement and necessary changes in the activities;

Supervise the ICLA team located in Buea Area Office and Bamenda Field Office, ensure their capacity building and transfer key skills;

B- Specific responsibilities

Manage, supervise and support ICLA team through capacity building activities and on-the-job training

Identify appropriate locations for ICLA outreach work and establishment of activities in coordination with ICLA team in the NWSW regions

Monitor and follow-up on the quality of ICLA services provided by ICLA team

Monitor the project performance and progress towards set targets according to ICLA database and other monitoring tools

Assist in development and design of the relevant reporting templates

Contribute to the development of SOPs, checklists and relevant ICLA tools.

Deliver timely and quality regular and ad hoc reporting on quantitative and qualitative aspects of projects implementation.

Contribute to the proposals, report writing and budgets drafting process

Conduct CC specific technical assessment and present recommendations

Coordinate with project staff from other NRC program in relation to planning and implementation of program interventions, ensure integrated programming response when applicable

Coordinate with the Advocacy unit and contribute to evidence-based advocacy efforts, built around legal protection programming

Contribute to organizational learning through the provision of specific technical analysis, lessons learned and reports

Prepare, organize and facilitate trainings, workshops and other events according to the plans/requests

Ensure effective use of internal and external referral mechanisms and pathways.

Coordinate the HLP AoR in the NWSW regions and represent ICLA in relevant Coordination fora and working groups)e.g. protection cluster field coordination)

Provide regular progress and administrative reports to the Area Manager and ICLA Program Development Manager

Perform any other tasks as requested by management

Qualifications

A- Generic professional competencies:

Knowledge of South-West and North-West regions; habits and local language

Experience working with partners e.g. Local NGOs

Previous experience from working in complex and volatile contexts

Documented results related to the position’s responsibilities

Proficiency in English and French (written and verbal)

Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

Managing resources and achieving results

Good negotiation skills and resource management

B- Context/ Specific skills, knowledge and experience:

Hold a university degree (Bac + 3) in law or its equivalent;

Have 2 years’ professional experience as a Project Coordinator in complex and unstable humanitarian contexts;

Proven knowledge in the fields of civil status registration, rural and urban land management and collaborative conflict management;

Good knowledge/experience in conducting qualitative/quantitative evaluations and in responding adequately to identified gaps

We Offer a Fix term Contract of 12 Months with competitive salary and benefits package

This is a national position, based in Buea with 50% of field travel

Preferred start date : August 2022
