Driver

Organizational Setting and Work Relationships

The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

– Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.

– Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.

– Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.

– Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.

– Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.

– Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.

– Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.

– Ensures valid documentation for passengers, items or cargo in vehicle.

– Perform other related duties as required.

Nature of the Position (up to 2,500 characters)

La Sous-délégation de Bertoua enregistre près de 315,061 réfugiés centrafricains, en majorité des musulmans, répartis dans les régions de l¿Est, de l¿Adamaoua et du Nord du Cameroun où ils sont installés dans des sites aménagés ou encore en dehors de ceux-ci.

Entre 2006 et 2013, les conflits armés en République centrafricaine ont provoqué un afflux massif de réfugiés centrafricains vers ces régions du Cameroun. Hébergés dans des zones où les populations sont déjà très vulnérables à la sécurité alimentaire, à la malnutrition, aux épidémies et où à l¿accès aux services sociaux de base du reste limités. La pandémie de COVID-19 a de surcroit renforcé ces besoins humanitaires. La situation sécuritaire tendue en République centrafricaine (RCA) s¿est détériorée pendant la période ayant précédé ou suivi les élections présidentielle et législatives du 27 décembre 2020. Plusieurs groupes armés ont créé une coalition, et se sont engagés dans de violentes actions dans diverses régions du pays contre les troupes gouvernementales, les casques bleus et les civils entrainant ainsi l¿afflux continu des refugies centrafricain. En dépit de l’insécurité persistante en RCA, le Gouvernement du Cameroun a maintenu ses frontières ouvertes et continu à fournir un accès sans restriction à son territoire.

Sur le plan opérationnel, le programme fait face de façon progressive chaque année à une réduction du niveau de financement impactant de façon significative la qualité de la réponse opérationnelle en faveur des réfugiés. Dans ce contexte, une emphase est mise sur les activités de Livelihoods et inclusion économique visant l¿autonomisation des réfugiés. Des efforts sont consentis pour intégrer les réfugiés dans les programmes nationaux d¿éducation, de santé, de protection des enfants, des femmes et des personnes vivant avec handicap.  La stratégie MYMP a aussi été élaborée à cet effet pour susciter l¿adhésion des partenaires aussi bien humanitaires, de développement que du secteur privé en vue de l¿atteinte des objectifs de protection et d¿assistance à travers la mutualisation les ressources.

Le Chauffeur de Batouri est supervisé directement par l¿Assistant principal a l¿Administration de Batouri ou un autre membre du personnel lorsque l¿ampleur de l¿opération l¿exige. Outre la conduite, le titulaire est responsable de l¿entretien du ou des véhicules, conformément aux directives techniques et aux spécifications établies par l¿Organisation. Il est tenu de suivre les instructions strictes et les directives de sécurité fournies par le superviseur.
