UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change led to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and out of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, communities. Everyone is invited to take part in the struggle to meet the challenges that lie ahead. It is together that we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

Purpose for the job
Under the direct supervision of the Supply & Logistics Manager, the incumbent provides technical support to Cameroon country immunization programs to ensure efficient integrated supply chain management considering all key areas (Vaccine forecasting, Effective Vaccine Management, CCEOP, System design, and HR capacity building components).
III. Key functions, accountabilities, and related duties/tasks
Provide technical support to countries for their Effective Vaccine Management (EVM) Assessments in preparations for new vaccine introduction.
Support countries where EVM assessments were conducted to develop strategic cold chain and logistics Improvement Plans (IPs) as well as the implementation and monitoring of the IPs.
Support countries to conduct cold chain inventories and develop cold chain upgrade and replacement plans as well as support and monitor the implementation of the plans with a regular update to RO & HQs.
Assist countries with CCL equipment selection, with the re-design of their CCL systems.
Support and track the implementation of a new vaccine introduction plan focusing on activities related to cold chain and vaccine management in priority countries.
Support countries to use appropriate tools for regularly monitoring vaccine stocks and temperatures at all levels.
Request for and analyze stock management tools (SMT) and other vaccine management tools from countries on monthly basis and provide technical support to prevent vaccine and supplies stock-out and wastage.
Support country teams to build technical capacity for national and sub-national Cold Chain and Logistics Officers in vaccine and cold chain management
Provide technical assistance to countries in the development of their Full Portfolio Planning for application to GAVI

Rapid and relevant responses and assistance to countries provided to evolving supply needs and situations, including emergencies, with a priority on achieving value for money.
Integrity, standards, and accountability are monitored, administered, and maintained by implementing sound, accurate supply/logistics management systems, procedures, documentation, and accurate reporting.
Professional assistance and training provided for capacity-building to enhance efficient, effective, and timely delivery of immunization cold chain supplies at the country level
Effective procurement is conducted to attain the lowest cost without sacrificing quality.
Effective collaboration and partnership in supply, procurement, purchasing, contracting, and logistics with internal and external counterparts developed and maintained through better coordination, communication, and networking.

To qualify as an advocate for every child you will have
Advanced university degree (Master’s) in Supply chain & logistics or in Administration,
Cold Chain and health logistics or other Masters (pharmacy, engineer)”.
Minimum of five years of progressively relevant professional experience with extensive hands-on equivalent field experience in logistics, refrigeration, and/or management. Sales/marketing experience in the private sector, or experience in institutional procurement of Supply chain & logistics and waste management products.
Fluency in French. Working knowledge of English is required.
