Chief of Party, Cameroon
Job Description:
ICF is seeking a chief of party (COP) for an anticipated USAID-funded malaria project in Cameroon. The project will support the National Malaria Control Program (NMCP) and Ministry of Health (MOH) to implement activities to reduce malaria morbidity and maternal and child mortality. As the primary liaison between the project and USAID, government agencies, and various other malaria stakeholders in-country, the COP will lead the implementation of the project. The COP will provide overall strategic direction, operations management, technical leadership, and financial and administrative compliance for all project activities to ensure they are completed on-time, within budget, and meet desired outcomes. The position will be in Yaoundé with travel to regions in Cameroon.
Responsibilities:
Provide overall strategic direction, operations management, technical leadership, and financial and administrative compliance for all project activities to ensure they are completed on-time, within budget, and meet desired outcomes
Be the primary liaison with the USAID project contracting officer and his or her representatives, responding to client needs within the limits of the agreement
Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID
Lead the development and production of all project deliverables, including annual country work plans, semi-annual reports
Supervise and mentor the technical and administrative directors
Report to the project manager at Head Quarters
Required Qualifications:
Masters’ degree in public health, epidemiology, or infectious diseases
At least ten years’ experience working managing projects in sub-Saharan countries
Management experience in organizational capacity development, knowledge management, and managing group dynamics and high-performing teams
Understanding of health care delivery systems
Understanding of malaria control and elimination strategies at the global and national level
Experience working with national and sub-national level government officials and health providers
Experience working with community organizations
Expertise in at least one of the following areas:
Malaria interventions
Surveillance
Training and technical assistance at the country level
Knowledge management and collaborative learning methods
Ability to work and travel in Cameroon
Written and verbal fluency in French
Ability to work in English
Preferred Qualifications
Medical Doctor or PhD in public health, epidemiology, statistics, international development, infectious diseases
Experience managing USAID projects
Experience working with U.S. President’s Malaria Initiative projects
Professional Skills:
Excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker and sympathetic listener.
Ability to assemble and manage a highly-skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to design, implement detailed, organized, timely, accurate monitoring and evaluation programs.
Demonstrated excellent writing and presentation ability, as well as experience successfully leading an intercultural team in a development context.
Excellent analytical skills
COVID-19 Policy (U.S. Based): New or prospective U.S. employees must provide proof of complete vaccination on the date of their commencement of employment.
