Job Title: Health Informatics Officer/Laboratory Information System (HIS/LIS) Specialist

We are currently seeking qualified candidates for the position of Health Informatics Officer/Laboratory Information System (HIS/LIS) Specialist for an anticipated multiyear project to provide technical assistance (TA) to the Cameroonian Ministry of Public Health, to Health informatic unit of the MinSante, the National Public Health Laboratory (LNSP) and the Directorate of Pharmacy, Medicines and Laboratories (DPML). Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to donor approval.


The HIS/LIS Specialist, under the supervision of Principal Investigator, will provide technical leadership and support to the CDC project: Building Sustainable Health Systems and Laboratory Services in Cameroun under the President’s Emergency Plan for AIDS Relief (PEPFAR). This position will provide and coordinate technical assistance and capacity building on the HIS/LIS management systems, OpenELIS, BLIS, and/or other software and databases used for health and laboratory reporting in Cameroon; development and monitoring of standards in laboratory data management; system selection, maintenance and implementation, development and implementation of program data security and data quality policies and operational guidance; designing and developing health-related data entry and database applications; assisting program links between client level health service delivery software and aggregate databases, or between program and national/donor level databases; supporting technical and user documentation of databases; and assisting with programming charts and other data display/visualization products, and promoting easy access to these products, and the ability to perform custom analyses within program teams. Duties and Responsibilities:

HMIS leadership: Communicating with, supporting, and guiding counterparts in country programs regarding their health database development, maintenance and improvement needs. Promotes stable, functional and user-friendly data management platforms, monitors and optimizes database design, content, structure and other data management issues.

Database Design and Development: provides support and leadership for country counterparts to design and develop database applications in response to FHI 360’s information needs, Provides assistance with system selection, system maintenance/upgrade and implementation, including system definition, build, testing and conversion planning and interfaces. Oversees installation and maintenance of developed applications, writes application manuals, and trains users. Recommends hardware and software upgrades to databases and servers as needed.

Technical Assistance: Provides ongoing design, maintenance and upgrading support to custodians and users of program databases and related applications. Trains and supervises others in specific data processing and design tasks. Reviews output indicator calculations in databases, and export/import of data between different software applications, while maintaining data integrity. Helps program links between client level data systems and aggregate databases. Builds capacity in data management issues (e.g., deletion of records, query management, data audit trails, internet reports) within the data users’ group.

Data Quality: Performs daily maintenance on systems including updating data dictionaries, reviewing system error logs, maintaining and building reports. Advises on incorporation of data quality checks in program databases. Evaluates system utilization and performance by developing and monitoring testing scenarios and methodologies to demonstrate system effectiveness.

Data Visualization: Helps with programming data visualization products, including producing regular high-quality analysis products at country program level and site level. Leads and motivates teams to produce timely and high-quality results from program databases, including managing consultants where necessary.

Data Security: Provides guidance and monitors adherence to standards related to data security, including user access and database documentation, performing backup and recovery of program databases.

Data Confidentiality: develops and ensures adherence to policies that ensure the security and confidentiality of FHI 360’s/MoH identifiable health data, including adherence to relevant national and international standards. Adheres to HIPAA regulations for transactions, security, and confidentiality

Hardware and Software: Advises in the management of the hardware and software as related to the operations of the databases, including system development and maintenance, recommends purchase of new hardware and software, maintenance of records and reports relating to database operations and data/project archives. Provide leadership in the use of major health related software. Validate any test changes in EMR systems and other systems as to the impact on LIS systems

Representation and Documentation: Represents FHI 360 and makes presentations at professional meetings and conferences related to HMIS/LIS issues. Documents best practices in HMIS/LIS and disseminates appropriately. Creates workplans and prepares and maintains documentation on testing plans.

Remains informed of current issues regarding HMIS applications and trends in the HIV/AIDS fields by review of current literature and involvement in professional networks; is alert to any implication of new technology or trends in uptake for project and program activities;

Develops and creates detailed work plans, timelines and other appropriate documentation, identifies appropriate resources needed and provides timely status reports;

Provides data transfer, access and manipulation of aggregate and comparative data;

Works collaboratively with end-users to understand workflows and develop system support, including analysis of business needs and user needs, translation into proper system requirement specifications and documentation of requirements; work with the Information System and other departments, and with instrumentation interfaces, outside vendors and third-party system information systems to provide optimal support to users of LIS applications; participate in special projects requiring knowledge of the LIS systems including software upgrades and patches to LIS systems.

Build the capacity of project staff and MOH staff to use and maintain systems/databases established and ensure data quality

Performs any other related duties assigned.

Required skills and abilities:

Works with complex workflows or workgroups, demonstrating knowledge of integrated workflows and applications and problem analysis to provide system solutions for organizational needs

Experience with laboratory information systems, District Health Information System (DHIS 2), MS SQL/MySQL Design and Server Administration, Comm Care, MS Access/Excel, Power BI, other relational database design and analysis

Experience supporting the development of interface and interoperability layers between laboratory and clinical information systems

Good knowledge of programming principles and languages.

Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues

Familiarity with client/server or multi-platform application development.

Solid understanding of basic assumptions of developing country public health practices for data acquisition and quality assurance.

Well developed written and oral communication skills. Fluency in French is required m fluency in English is a plus.

Knowledge and experience in project-level database design and administration

Knowledge of health, reproductive health or HIV/AIDS programming in developing countries.

Minimum Qualifications:

Master’s degree in computer science or related field (Bachelor’s degree with additional experience also considered);

Five years of relevant data systems work, programming, and analytic experience.

Experience working in HIV/AIDS programs or other Health projects;

Sound knowledge of DHIS 2 and other industry standard software; Experience working with Laboratory information systems

Experience providing technical assistance in different cultural contexts, including local NGOs,

Desired:  knowledge of the Cameroun context, familiarity with PEPFAR programs preferred.

Bilingual: French and English is a plus

Travel Requirements:

Minimum of 25 % within Cameroun
