Role Responsibilities/ Responsabilités du rôle

The Head of ESG role will be responsible for developing and overseeing environmental & social governance policies and procedures, as well as understanding, developing and implementation of ESIA and ESMP programs for Road project in Gabon and implementation of health & Safety policies; in order to ensure the project compliance with the national regulation and the IFC performance standards . This role will also work closely with Consultants, Govt. agencies and other stakeholders to build the social acceptance, to obtain all necessary ESG permits and other related compliances for seamless execution of the project. He is also responsible for the ESG monitoring and reporting to the lenders and the shareholders.
A – ESG process steering
Work Closely with the Head of road project and provide reporting and corporate level support to Regional QHSE Head. Plan the actions to be carried out according to the policy and objectives of the SPV leadership.
Identify the various permits and approvals required from government agencies. Clarify and work towards the sequence of activities required to obtain them. Develop permitting plans and update them on an annual basis.
Participate in the preparation of the terms of reference for the hiring of subcontractors to carry out the environmental and social studies required for the projects
Supervise and follow the work of the ESIA, Social and any other subcontractors. Review the reports produced and provide recommendations for the improvement and time bound completion of the deliverables.
In relation to the Land Committee, supervise and follow the Resettlement Action Plan and associated livelihood restoration plan. Review the reports produced, the implementation in the field and provide recommendations for the improvement and time bound completion of the deliverables.
Supervise and follow the external and internal griefs mechanism
Advise construction team to liaison with Govt. agencies and other stakeholders be part of committees for ESIA, RAP and other environmental aspects.
Review of Road projects as per national regulations and IFC performance standards.
Assist & develop mechanisms that facilitate implementation of the QHSE and Social Management Plan and supervise an internal audit structure. Prepare and participate in external audits.
Understand and evaluate all key potential social, environmental and Safety impacts and risks of the project. Ensure all the permits are in place to work and ensure timely implementation of commitments made under each permit.
Develop protocols and manage health and safety for all SPV and subcontractors’ activities. Preparing and sustainable implementation of QHSE procedures during each period of the Project. Establish and/or contribute to the drafting of documents, processes, procedures etc. Ensure that EPC contractors’ QHSE plans are timely prepared and properly implemented.
Establish and have validated the QHSE management System for the Project satisfying the objectives of the Partnership Contract, SPV and ISO standards. Review the QHSE documents from the EPC contractor.
Develop and implement PPE management system at the SPV level for all employees, contractors, clients and visitors to ensure 100% compliance. Review the PPE management system of the EPC Contractor and subcontractors and make recommendations to bridge any gap with the SPV’s PPE management system.
Identify and document all QHSE risks associated at various stages of the project (construction and operation), covering SPV, EPC and O&M activities. Maintain a risk register and risk assessments. Incident management system to be developed and implemented. Review and make recommendations to avoid any gap on risks analysis provided by the EPC contractors
Contribute to the preventive implementation of crisis communication tools. Work to identify local risks of media crisis in terms of Quality-Security-Environment.
Develop and implement QHSE related training program at the SPV level, QHSE induction to, SPV visitors and SPV personnel. Review and make recommendations on EPC contractors’ QHSE training program
B – Monitoring, reporting and communication
Following the shareholders and the lenders requirements, monitor and report ESG and H&S related activities for Gabon road project and provide technical expertise on key issues related to environmental, social impact assessment, sustainability risks and issues related to health & safety for the project.
Monitor the performance of processes, collect the results of areas for improvement and make proposals for improvement for the entire Quality-Safety-Environment management system of the SPV, with the objective for the SPV to be ISO 9001, ISO 14001 and OHSAS 18001 or ISO 45001 tri-certified within 3 years of taking up the position.
Participate in the preparation and keeping up to date ESG/H&S Policies & Procedures for the road project and distribute QHSE management documents to the SPV staff. Attend weekly corporate calls and deliver reports.
Contribute to meeting the requirements and requests of our main partner’s corporate ESG/H&S and its financial partners regarding the information required for their internal monitoring/audits and evaluation. Report to the CEO of the SPV and on time to time to its shareholders.
Develop and organise QHSE promotional events. Organization and production of communication media such as: presentation brochures, and the Quality-Safety-Environment website pages.
Perfect mastery of IFC performance standards
Strong Health and Safety, Environmental and Social engineering skills (with experience in road projects)
Strong experience of RAP implementation
Strong ability to manage relations with community and other stakeholders
Confirmed experience of managing an E&S team
knowledge of the life cycle of an infrastructure development project
Experience in project management
Possess good people skills, leadership qualities and able to work independently.
ability to integrate into a multifunctional and multicultural team
Oral and written professional proficiency in English and French.
Able to prioritise and operate under tight deadlines
Ability to work independently and proactively with minimum supervision and guidance
Working experience in Central Africa
Internal: All departments
External: Service providers, Govt. agencies, Environment Department, Consultants, Sub Contractors, Local population, financial partners, other stakeholders.
