What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.


The Sexual Violence Operations Manager is overall accountable for the delegation’s implementation of the Sexual Violence Strategy. S/he coordinates between the relevant colleagues within the delegation (including coordinators and across departments) thereby ensuring functioning and efficiency of multidisciplinary response, as well as externally with other actors, while also providing technical expertise, where needed, to the delegation both through training and sensitization as well as through direct implementation of field activities.

Accountabilities & Functional responsibilities

Continuously analyzes sexual violence (using first as well as secondary sources) and supports the coordination of multidisciplinary assessments including through the Community-Based Protection methodology.

Together with staff already working on sexual violence, coordinates the development and revision of sexual violence strategies, plans of action and frameworks to implement recommendations resulting from assessment, in line with the Institutional Strategy on Sexual Violence and in alignment with delegation’s PMfR.

Supports and strengthens, if needed, the functioning of working group and/or steering committee at delegation level, where work on sexual violence is discussed on a regular basis.

Where needed, strengthens coordination with relevant external actors (Gender Based Violence Area of Responsibility (GBV AoR), UN actors, Movement partners, local organizations.

Actively participates in ICRC’s global sexual violence community of practice and facilitates exchange of best practice, cross-learning, information-sharing, and lessons learned on key issues and challenges related to the file of sexual violence.

Provides continuous leadership and technical support to delegation colleagues to ensure the objectives on sexual violence are implemented and appropriately tracked/monitored.

Leads on/provides support for setting up key deliverables such as mappings of services provided by other actors and establishing protocols to refer victims/survivors to such services.

Disseminates and act as an ongoing support for the operationalization of planned ‘Methodological Guidance Toolkit,’ including contextualization of tools and resources according to delegation needs.

Provides sensitization sessions and training on the issue of sexual violence more broadly, as needed, to ensure that all staff are aware of the issue, understand their role in addressing it and can respond if confronted with it, in a manner that is appropriate and in line with their profession, as per agreed standards.

Coordinates delegation’s quarterly reporting through MfR and initiates follow-up actions to rectify when progress is not taking place as planned.

Scope & Impact

Provides expertise, technical support and coordination to all departments at all delegation levels.

Provides support during the Planning for Results (PfR) process toward better integration of the issue in annual planning.

Geographical remit: delegation or region. If covering a region, might be in a more advisory than operational position.


Internally, interacts with delegation management and all relevant coordinators (CoProt, HealthCo, ComCo, FAS, EcoSec Co, WatHabCo) as well as with Heads of Structure and delegates/field officers.

Externally, interacts with other humanitarian actors involved in addressing sexual violence (GBV AoR), UN actors, Movement partners, local organizations) as well as authorities in coordination with other coordinators.

Certifications / Education required

University degree or equivalent.

Fluent command of English & French (in French speaking contexts). Spanish, Arabic or other language relevant to context of concern, an asset.

Computer proficiency.

Professional Experience required

Typically 10-12 years’ overall professional experience.

Good knowledge and understanding of addressing sexual violence in humanitarian settings.

Good knowledge and understanding of ICRC.

Experience in a coordination role or management position (preferred).

Field experience in operational settings.

Good understanding of results-based management, monitoring and evaluation best practices and ability to develop SMART objectives and indicators.
